HyPEF is pleased to announce the successful conclusion of its Call for Experts and the final selection of a three-member independent review panel. The call, which invited specialists in verification, life-cycle assessment (LCA), and hydrogen technologies, has culminated in the appointment of three distinguished experts to the panel.
The review panel will now provide critical oversight and guidance in developing Product Environmental Footprint Category Rules (PEFCRs) for Fuel Cell and Hydrogen (FCH) products.
As an independent third-party body, the review panel will verify that the new FCH-PEFCRs are developed in line with European Commission guidelines and best practices. With their combined expertise, the panel will ensure these rules are robust, transparent, and relevant to stakeholders across research, policy, and industry.

Meet the Review Panel
- Ugo Pretato – will serve as the panel’s Verification & Validation Expert and Chair. Ugo has over 15 years of international experience in environmental footprinting and project evaluation. His leadership and expertise will ensure the review process is rigorous and credible.
- Paul Dixneuf – joins as the panel’s Environmental Footprint and LCA Expert. Paul has extensive experience in life-cycle assessment of hydrogen technologies and has been involved in certification schemes and comparative environmental studies. This expertise will help ensure the PEFCRs are scientifically robust and comprehensive.
- Rafael Ortiz Cebolla – will serve as the panel’s Hydrogen Technologies Expert. He has a long-standing track record advising on hydrogen technologies within the European Commission and in other international initiatives. His insights will help align the PEFCRs with current industry practices and policy expectations.
